"I'll train my willpower later" is something that goes through my mind every time the alarm goes off for an early morning exercise session, or when I am contemplating another sprint run.
When those thoughts come - that's when training my willpower actually counts.
I am only developing willpower when I do something that I DON'T want to do.
Going to the gym, studying, eating healthy, saying no, waking early etc don't in themselves give you willpower ... unless choosing to do them is hard at the time.
For example, training Brazilian Jiu Jitsu is enjoyable and fun for me, and despite the physical challenges, I want to do it. Thus Brazilian Jiu Jitsu does not itself grow my willpower. However, getting up early on a Sunday morning when my bed is warm and I am very tired, does take will power.
The key is this: if you avoid it you need to move towards it.
